The presence of a river, wetlands, and a power plant precluded lateral expansion of an existing ash disposal impoundment. An additional 25 years of disposal capacity is being obtained by raising of the existing dikes of the facility using pervious bottom ash fill. A key aspect of the design is a series of internal drains which collect seepage into the bottom ash dikes and discharge the water into smaller ash disposal ponds located adjacent to the facility being raised.

The internal drains have proven to be effective in keeping the flyash disposal impoundment dewatered during normal operating conditions.
