Mr. Harms has over eighteen years of experience providing quality engineering consulting services for commercial, industrial and mining clients. The majority of his projects are earthen/rockfill dams and geotechnical studies, which generally require developing subsurface exploration and laboratory testing programs. His responsibilities on earthen/rockfill dam projects have included performing site characterizations, developing conceptual design schemes/impoundment staging, and preparing the design reports, design/construction drawings, and specifications. The design reports typically include seepage, stability, seismic/liquefaction, hydrologic, hydraulic, and subsidence assessments. Other responsibilities include preparing quarterly/annual certifications, and working with federal and state personnel to address regulatory issues/concerns.
His responsibilities on geotechnical projects have included determining appropriate soil/core drilling and laboratory
testing programs, evaluating site conditions, subsurface conditions, and geology, and preparing geotechnical engineering
reports. These geotechnical reports typically discuss total and differential settlement, ultimate bearing capacity,
and required pavement thicknesses, and as appropriate, provide recommendations for site preparation, excavation,
engineered fill, slopes, drainage, groundwater, dewatering systems, sinkholes/geologic hazards, soil liners, foundation
design, below grade walls, slabs-on-grade, pavement design, and construction quality control.
