Mr. Cecil has more than seventeen years of experience on geotechnical engineering projects including design for the construction and deconstruction of waste disposal facilities, remediation projects (CERCLA), slurry containment facilities, deep and shallow foundations, earth retaining structures, landslide repairs, rock highwall stability, underground mine stability and evaluations, and subgrade improvement systems.  His responsibilities on these projects included project management; interaction with regulatory agencies; engineering investigations; design analyses; preparation of design reports, construction drawings, specifications, and permit applications; construction quality control monitoring; and geotechnical instrumentation monitoring.  Mr. Cecil has developed specialized expertise in slope stability modeling, finite element analyses, rock mechanics, liquefaction assessments, and subsidence assessments.  Mr. Cecil’s field engineering experience is primarily in the area of construction monitoring for high hazard dams, soil and rock slope stabilization, ground modification projects, and placement of engineered fills.
