Mr. Frank has experience in geotechnical engineering projects including design of coal refuse disposal facilities, fine coal recovery operations, field testing and sampling, and instrumentation monitoring.  Responsibilities include engineering design and analyses, subsurface exploration coordination, and preparation of engineering design reports.
